Do bees fight over which one is going to land on a flower?

Today I saw a large bee land on a purple lupin. It crawled around the flower to get pollen. Then a smaller, slimmer bee flew towards the same flower. The smaller bee hovered about ten inches from the lupin, then darted quickly towards the larger bee. It looked like one bee attacking the other.

The small bee did this several times, and then settled on the lupin once it had chased the large bee away.

Is this normal "beehaviour"? I have never seen bees attack each other before. A minute after this incident another bee flew towards the lupin, but the small bee chased this one away, as well.

ive seen bee's sitting next to each other on the same flower i think it really depends on the bee's attitude
